Housing Works, under contract with the
U.S. Department of Housing and Urban Development
(HUD), administers this rental assistance program for Crook, Deschutes and Jefferson counties.
The “Section 8” Housing Choice Voucher Program allows low-income families
to choose and lease safe, decent, and affordable privately-owned rental housing.
The family (or person) selects a rental unit from the open market.
They pay approximately 30-49% of their Gross Annual Income towards rent.
Housing Works pays the landlord the difference between the fair market
rent and the amount the person or family is able to pay.
Rental units must pass a Housing Quality Standards inspection before a contract
can be written with the landlord. Periodic Inspections ensure both the
landlord and residents are properly maintaining the units.

Mainstream Vouchers Rental Assistance
The Mainstream Voucher Program provides rental assistance for the non-elderly (18 to under 62 years of age), disabled. For more information on eligibility for this program, call Housing Works at 541-923-1018.
Mainstream Voucher waiting list status: Opens, Monday February 13th at 1:00 p.m. through Friday February 17th until 5:00 p.m..
When the waiting list is opened, families who wish to apply for the Housing Choice Voucher Program must complete an online application at www.waitlistcheck.com/OR034. When the waiting list is opened, individuals and families who wish to apply for the Mainstream Voucher Program must complete an online application. A public notice is published in the Bulletin and on our web site when the waiting list is accepting new applicants.
Upon request, Housing Works staff will provide technical assistance for clients filling out the online application. The application must be complete in order to be accepted by the online wait list system for processing.
Housing Works will be offering technical assistance throughout the communities on February 13th ONLY, from 1pm until 3pm. Locations are as follows:
La Pine Public Library, 16425 1st St, La Pine, OR
Jefferson County Library, 241 SE 7th St, Madras, OR
Crook County Library, 175 NW Meadow Lakes Dr, Prineville, OR
Bend location still to be determined.
Families may request paper application as a reasonable accommodation. Reasonable accommodations must be in writing and may be granted should an individual have barriers to completing the online application.
There are five primary steps in the application process for both the Housing Choice Voucher Program and the Mainstream Voucher Program:
- Applicants submit an online application to be put on the waiting list. For online application information, please call Housing Works at 541-923-1018.
- A random drawing selects the new Housing Choice Voucher applicants to be placed on to a waiting list. Mainstream Voucher applicants are placed on to a waiting list in the order of a "first come, first serve" basis.
- Selected applicants attend an orientation, complete all necessary forms and documents.
- Income and eligibility is determined and verified.
- Background checks are conducted for all applicant household members over the age of 18.
- New vouchers are issued.

To Qualify
You may be eligible if:
* Your household meets the Income Requirements
* You have a valid Social Security number
* You have provided information on your household/family composition
* You are a State resident and/or have eligible immigration status
You may not be eligible if:
* You or a member of your household has an outstanding debt owned to any housing authority.
* You or a member of your household may have been evicted from public housing within the last three years
* You or a member of your household may have violated family obligations during participation in the Housing Choice Voucher program during the past five years
* You or a member of your household may have engaged in, or threatened abusive or violent behavior toward housing authority personnel
* You or a member of your household may have committed fraud, bribery, or any criminal act in connection with any federal housing program.
* You or a member of your household may have engaged in drug-related or violent criminal activity during the past five years.
You are not eligible if:
* You or a household member is a registered sex offender.
* You or a household member has been convicted of manufacturing or trafficking in any county or state controlled substance.
Assignment of a Housing Choice Voucher is determined solely by the application process described.
